No more reduction in lap splice length or hooked development length

Why can't I select "Reduce lap splice by stress ratio" or "Reduce hooked embedment by As req'd / As provided" on the Stem tab?

 

As the ACI code evolved, it started to become clearer and clearer that they really didn't want hooked embedment length to be reduced by (As,req'd / As, provided).

 

When ACI 318-14 is the referenced design standard:

 

Section 25.5 covers lap splices.

Section 25.5.1.4 prohibits the reduction of development length for excess reinforcing when calculating lap splice lengths.

 

Section 25.4.3 covers development of standard hooks in tension.  

Section 25.4.10.2(a) prohibits the reduction of development lengths for excess reinforcing at noncontinuous supports.  

Section 25.4.10.2(b) prohibits the reduction of development lengths for excess reinforcing at locations where anchorage or development for fy is required.
